That’s a sign I bet the Brady campaign could really get behind. In real life I’d recommend finding cover, then possibly returning fire depending on the situation.

I’ve driven past that facility quite frequently. I have family in the area and they say it is mostly empty.
As a CO myself… that is probably one of the best thing an inmate or detainee can do should a tower or perimeter officer starts shooting. They cant (well.. probably wont :)) be confused for an aggressive/fleeing felon.
Now.. for the rest of us, I agree entirely with your cover, assess, and return fire mentality :}
