There is a lot of energy behind those slugs.  Typically in movies they shoot handcuffs off at close range with a handgun… typically when the person wearing them stretches them around a rock or a brick or something hard.  Out of curiosity I still wonder if that would work… but even if it did it would still be very dangerous due to the fact you’re trying to break metal apart at close range with something being fired at 1000+ ft/sec.
